According to FAA regulations, all carry-on bags must be safely stowed in an overhead bin or underneath a seat. The overhead space and "beneath the seat" space varies from aircraft to aircraft. The best idea is to contact the airline (or look on their web site) for the carry-on limitations. In most cases, the dimensions listed are in linear inches. To determine if your bag meets the dimension listed add the width + depth + height.

Per American Airlines website: One carry-on item that will be stowed in an overhead compartment is allowed. This item must not exceed a 48" size requirement. This is the total inches of the item's length, width, and height. An additional carry-on item that can be stowed under the seat is also allowed. But it must not exceed a 36" size requirement. Again, this is the total inches of the item's length, width, and height.

This one is easy: Go to the TSA (Transportation Safety Administration) website. All liquids carried on board must be in individual 100ml bottles and all of THEM must be contained in a single, one quart, clear plastic bag.
