That depends on the location of the division. Typically a division is run by a junior officer, O-3 or below. There is normally less than 50 men in a division. I had an entire department that was only 16 people. And I had a division that was 15.

In the administrative usage, unit size varies widely, though typically divisions number far less than 100 persons. In the U.S. and Commonwealth Navies, a divisional officer (DIVO) is usually an Ensign or Lieutenant (JG), but may be an officer of much higher rank in certain circumstances or aboard large warships, who oversees a team of enlisted sailors in their duties.

On a small ship a Division may consist of one or two individuals. Even on a large ship they can be small. I was Chief Engineer on a small ship and had 14 people reporting to me. When I was Communications Officer on a destroyer there were 15 people in my division. On a carrier the Communications division could be over a 100.
