It depends on the breed(s). Many puppies weigh the same at 8 weeks.

If you do not know the breed, look at the puppy's paws. Puppies who will grow up to be a larger size will have larger feet.

Another answer:If the pup is healthy and your numbers are right - fifteen ounces at 8 weeks old - sounds like a very small breed dog (or mix) that will probably weigh no more than ten pounds or so when full grown. (Most large-breed pups weigh 15 pounds by 8 weeks.)
