Be Active! No pills or unhealthy dieting can ever replace the necessity of exercise. I know this from personal experience.
Put them into a sport/active activity that they ENJOY, they will have fun, so they will continue to do that activity and eventually begin to loose weight and become happy and proud of themselves, and then they will increase the amount of time/effort they put into the sport and loose even more. Also be sure to feed them the correct amount of protein, calcium, and vegetables to keep them from gaining it back as soon as they loose it.
I would use weight watchers. It's completely safe.

Most 11-year-olds shouldn't be trying to lose weight unless they're morbidly obese, and I highly doubt 110 pounds would even be considered overweight for nearly everyone. Try to focus on being healthy instead (eating lots of fruits and veggies, limiting TV, getting exercise at least 3-6 days a week, etc.) - weight loss is something that should wait until you're done growing. If you try to lose drastic amounts of weight when you're a kid, it can affect you later on in your life.
