See the above idiots are stupid! Using audacity 1.3 (beta) u can use the tool to remove vocals. It works fairly well, although adlibs usually end up staying :S
It all depends on if you have permission. If I took an instrumental song and posted in on supersailor.cz.cc it's illegal.
In general, reposting music in a commerical manner is ALWAYS illegal from either way you look at it.
Another example is if I posted music on facebook, myspace, or some other commerical site.
