It sounds like a short circuit in the control switch. The quickest, easiest and cheapest way to fix it would be to pull the fuse that controls the rear wiper.

The rear wiper sometimes stop in cycle. Try turning on the switch and then gently move the arm slowing to trigger the motor.

sometimes you can buy the compleate unit from a salvage yard, but iff you want to play you will need some torx sockets. remove the wiper motor assy. and fix it on a bench.
