Nope. When you trace, you become dependent of the thing you are tracing. So when it comes to drawing and you don't have anything to trace, you can't do it because that isn't what you are used to.

You would best refer to a map in a book. Try to free-hand draw it first. If you have trouble with free-hand, make a Xerox copy of the book picture and try tracing the outline.
