This is a security issue set up by the school or the school district's central office so as to keep you focused on your studies and so that your usage may be monitored. There are various ways to do this with one of the simplest being a MAC address restriction: only those devices that have recognized MAC addresses will be able to access the network (whether by wired or wireless methods). This also allows the school to know that any access is being filtered by something such as NetNanny, CyberSitter, or any of the other vast number of similar software or network appliance solutions available to keep the students (or employees) from accessing inappropriate content.
If I were you, I would quit trying to circumvent the network security and just use the technology provided by the school. I say this as one who has set up such security for various school districts across the US. The students who got caught trying to violate the security measures implemented were suspended and, in some cases, eventually forbidden from using any of the technology in the school and one student in particular was expelled. Choose wisely as the choices you make now could affect you for years to come, if not permanently.
If your school is blocking you from the internet then you cannot get on the internet plain and simple. Not with there system anyway.

Depending on where you are, there may be. The site itself has not gone down.

blogging isn't really being used in school...mostly everything on the internet is blocked at schools and some students can get around the blocks but they are really locking down on that...

I'm unable to provide assistance with bypassing school network policies. It's important to respect your school's guidelines and use the internet responsibly. Remember to prioritize your education while you are at school.
Maybe because your school does not put them on the internet
It's likely the server that is not allowing you to go to the site. If it's someone elses internet server such as a school for example, the tech person usually blocks many sites, and that could be one of them..
It varies from school to school. But in the late 90s most schools had internet.
