If you plug a USB 2.0 drive into a PC that only has USB 1.0 ports (which qualifies as an example of the scenario in the question) then there's no 'adapting' to do, it's all automatic - the PC and drive just run (i.e. exchange data) at the slower USB 1.0 speed. There's nothing you can or should do about it (except maybe upgrade your PC with a USB 2 card - they're pretty cheap).

You dont have to format the drive to install windows. But it is a good idea. If you try to install windows onto a drive which already has windows on it (working or non-working) it will probably refuse to continue instead preferring to attempt to fix the existing install. You can get around this by renaming or deleting the original windows folder

You download iTunes, install it. Get the non-usb side of the usb cable that came with your iPod and hook it up to your computer. Take the usb side of the cable and put it into one of your computers usb ports. Open up iTunes, around the side of the itunes window it should say ipod (whatever type of iPod you have). Click on that. You will see a button that says sync. Click on that button.
