For a pet bird not to be scared of you you would have to hand tame them, though it is much easier to tame a pet bird when they are young/a baby. Some bird breeds however you cannot tame, such as Finches and Canaries, but birds like Cockatiels, Budgies and breeds of Parrots are great "hand" pets to own.
You would be better off talking to an avian or someone who is an expert on taming birds. TRY Google!

You must understand the birds point of view. In his eyes you are giant beast with scary claws and teeth. Don't do any sudden moves near the bird, be patient. Make sure your bird's cage is high enough: highest perch should be at the same height as your eyes are. Offer alot of treats, and let the bird come to you.
Read your bird's bodylanguage, and stop if it seems to be afraid.

You don't introduce a Parakeet to another Parakeet. They get to know each other on their own, They might make a flock and start grooming if they start fighting and draw blood have a extra cage to separate them.

Well I think a parakeet can die if you are not giving it a proper diet I suggest giving your parakeet apple, and berries,also giving it other fruits and veggies try giving your parakeet at least once a month boiled egg. make sure when you give your parakeet human food you cut it into very tini pieces

First of all the color of your parakeet doesn't effect anything it does. Second, you can't make a parakeet be quiet. They're big flock birds so they always are communicating with one another. Each parakeet is different, I have two myself and one is quiet and only has a few outbursts while the other likes to talk all day long. If you dislike the sound then I suggest giving the parakeet away or getting used to it. Never EVER punish the parakeet by smacking it, spraying it, or anything else.
This may be because they are bored and are trying to make some fun.
