Garageband '09 and '11 automatically open up the last song you were working on. If you are using a Guest Account, these files are deleted when you log off, so GB will ask to create a new song.
If you select New from the File menu, the Garageband Template menu comes up, and will let you select from the last projects you were working on as well. If you press the Quit button in this menu, Garageband will close, and will open this Template menu the next time you start the program.
