The only reason you would need new wheel center (hub) caps is if they are not visually appealing enough to you. they provide little or nor function to the car except aesthetics. Though, if any caps are loose or are cracked or broken, they should be replaced or simply removed so that they do not come off the car during driving and cause an accident with the person behind you.
From center of front wheel to center of rear wheel that will tell you the wheel base.
