If you mean Windows Media Player, then yes you can.
You just have to convert the file type to MOV, unless it's already that file type.

You need a program like iTunes on your may computer to transfer. Transfer music from ipad back to your computer, and then transfer your computer stuffs to another one. Itunes is a free program.

There's really no way to transfer music directly from an iPad to an iPod. However, if both devices are running iOS 5 or later and you sync them with the same iCloud account (under Settings), you can go to the iTunes app and download songs under "Purchased". This will only work with songs you have purchased from iTunes, though.
Also, you could just sync both devices with the same computer using iTunes, and get the songs that way.
Connect your iPad to your computer, put the songs from the iPad to the computer, then plug out the iPad, and then plug in the iPod, and put the songs in.

The Ipad can be an Ipod but the Ipod can't be an Ipad. The Ipad has a built in ipod where you can play music and speakers so you don't need headphones to hear your music. However, it can do much more like surf the web, watch videos, use 3G, etc. that an Ipod (nano and shuffle models) cannot do. The Ipod touch can do all these things except use 3G data plans and view web pages in a full screen.
