They are Pureblood, meaning they are the original Heartless that weren't people missing hearts. They are monsters such as Darksides and Shadows that never needed a person without a Heart.
Emblem Heartless contain and release hearts when defeated by the Keyblade. Purebloods, like Shadows, don't release hearts.
Pureblood heartless release no hearts when you defeat them. While Emblem heartless ( the ones with the heart with the X mark) actually releases hearts and in 358/2 days, Roxas collects those hearts.

As Axel explained to Roxas, Heartless that are destroyed not by the Keyblade regenerate back into Heartless. However, the Keyblade has the power to release the hearts to Kingdom Hearts.
