(in the US) You cannot travel abroad without a valid US passport and a minor can leave the US only with the approval signatures of BOTH parents (if living), or guardians. If that provision is complied with, the adult sister would be acceptable as a travel companion.
That being said - you would probably also be well advised to contact the Brazilian Embassy for any requirements that country may have.
I do travel via flighs from Brazil to Bolivia. Although, I visited brazil last year and stayed in Rio. I think travelling via flight is one of the best way for anyone.
