It depends on the actual status of the case and who is or was involved. IE If you had an open child abuse case with CPS/DCFS and the case is closed but still being monitored you report it back to the agency that was involved.
However, regardless of the case if you are a 15 y.o. being abused you can call CPS/DCFS yourself or report it to a trusted authority figure (someone at your school, church, afterschool program etc) and they will handle the filing of the actual complaint. All complaints are researched to see if there have been previous complaints filed on the same children/parents so if there was an open case of abuse where the state had become involved and a second case of abuse is filed the agency in charge will take it much more seriously since there is documented evidence already that was abuse severe enough to require their involvement.
