The Boy Scouts of America uses an electronic system called ScoutNet to track advancement. Only the local councils can directly access records in ScoutNet, records only go back to about 1995 and early records are incomplete.
Many units use third-party advancement tracking software that connects to ScoutNet.
Once a badge is awarded it cannot be taken back so you will not lose your rank. If your service hours,camping logs, etc are stored in the book, and no where else, you may have a problem. Many, if not most, troops these days record advancement information outside of the Scout Handbook. You should speak with your Scout Master and/or the troop advancement coordinator for advice on how to re-establish your records.
The Scribe keeps the troop records. He records the activities of the patrol leaders' council and keeps a record of dues, advancement, and Scout attendance at troop meetings. He attends the patrol leaders' council but generally is not a voting member.

All requirements except the board of review must be completed before age 18. A Scout or Venturer with a disability may work toward rank advancement after he is 18 years of age if he meets the guidelines outlined in the Advancement and Recognition Policies and Procedures.[linked]
