A bill cannot be manipulated in the US Constitution. The Constitution is a document which can be amended if extraordinary need arises. I think it takes a two thirds majority in both houses of Congress to amend the Constitution.
Bills are proposals for Congressional action. These are introduced by individual members, groups of members or committees created by the House of Reps or the Senate or sometimes jointly by both. The intent of a given bill can be manipulated and frequently is. The basic scenario is that some members demand concessions in exchange for their votes. "You scratch my back and |'ll scratch yours". The two major political parties do their best to screw up each others efforts.
