According to the Constitution, the legislature has the power to override the veto of the governor. It usually takes a two third majority to override. If the veto is overridden, the bill becomes law.

Congress passes a law and sends it to the President, if the President vetoes the bill it gets sent back to congress and they vote again and if at least two-thirds of congress say yes to the bill it is passed
