Although stronger hurricanes are usually more damaging, this is not always the case.

A slow moving weak hurricane or even a tropical storm can drop an enormous amount of rain almost on one area. This can lead to very heavy flooding and cause massive amounts of damage.

Additionally, most category 5 hurricanes do not make landfall at category 5 strength.
