Yes, there is a way, you can request your student be released from district of residence and pay a tuition to have child attend another district (appr. $750)

Depending on the district policy, but usually no , but in some cases if yes the parent or guardians must pay a fee to the city/ district.

No, you typically cannot. This is because home owners pay property taxes, and some of that money goes to fund the school within the district.
