When a kitten is born, it is helpless and cannot relieve itself on its own. So the mother has to lick the baby's stomach in order to stimulate the kitten to want to pee.

If the kitten is young, it may be because he/she isn't fully litter trained yet. If the cat is over 6 months old, it may be habit - get the dog a new bed that doesn't smell of cat pee and see if that fixes the problem. If the kitten still urinates in the dog's bed, you may want to talk to your veterinarian about training options and double checking for urinary tract infections.

Since it's a kitten, you probably have to teach him how and what to do. Once he know he's supposed to do his business in there, he will remember. It's strange, though, because cats have an instinct to go in dirt-like, soil-like material, a.k.a. the litter box. He could be nervous about something which would make him go in other places.
