A filibuster is a debate that takes place within a governing group in which voting is delayed or prevented by one or more members of the group. To end a filibuster the Senate must conduct a vote on the matter. If there is three fifths of the members in favor of ending the filibuster this is carried out.
In order to defeat a filibuster 3/5th of the Senate have to agree to end debate and put the bill to a vote.
By a vote of 60 senators. It's called a cloture. That's one reason why every party wishes they had 60 members in the senate.
To defeat a filibuster, 3/5 of the senators (60) must sign a petition to invoke cloture on the filibuster. After the cloture, the filibuster must end in one hour after the signing.
