Open up the cheat box (shift ctrl c at the same time) while you are playing the game and type in "boolprop testingcheatsenabled true" without the quotes. Then press shift and click on the sim you want to be a vampire (you have to be playing that sim for it to work) then click more until you see the option make vampire.
