1. Go to Caribbean.
2. Bring/find someone that wants to marry you.
3. Ask them to marry you or wait for them to ask you.
Being a US citizen means nothing for getting engaged. Only if you wanted to get MARRIED in the Caribbean would you have to go through the process of the country where you are to be married for marriage licenses, and any additional costs, etc. which vary greatly from island to island.
