I think Parents are partly responsible for poor study habits, teachers and peers are also responsible. The teacher as well as the parent should teach children to have good study habits. Although sometimes that isn't enough because, some peers with bad study habits could persuade a child to not keep up with the right habits and drift into doing the fun ones. So to conclude, no parents are not 100% accountable but they are partially.
