The president can not veto an actual law. He can veto a proposed law or bill and prevent it from becoming a law unless Congress passes it again , this second time with two-thirds of the members of both houses of Congress voting in its favor.
Congress does not veto bills. Only the President has the power of the veto. Congress can override a presidential veto with a two-thirds vote. If Congress overrides the president, the president can do nothing else except wait for another bill to come before him.
If both houses of congress vote by 2/3 to override a presidential veto, it automatically becomes law despite the President's veto.
Yes, if Congress reaches a 2/3rds vote, then it is possible for them to pass a vetoed law.
What the congress has to do first is they have to get a hole lot of people to say YES to the law. They have to out vote the president.
Two thirds. 66.6%
Override a veto
Congress debates and passes, or not pass, a law or bill before it is sent to the president to be passed or vetoed. As a whole, Congress represents the entire nation and is designed to check the power of the president, who is one person representing the entire nation.
Congress can override a presidential veto with a 2/3 majority vote.
When the president signs the bill, it becomes law. If the president refuses, the bill is vetoed, but if a two thirds vote by Congress, it can still become law.
If the Congress is still in session, the bill becomes a law after 10 days even if the President has not signed it or vetoed it. If the President vetoed the bill, Congress has to override the veto in order for it to become a law. If the President has not signed the bill within 10 days and the Congress is not in session, it does not become a law. This is called a "pocket veto."
If the President vetoes a bill, Congress can override the veto and make the bill law despite the veto by passing it again with a 2/3 favorable vote in both houses.
veto
It has to be passed by both houses of Congress before it can be vetoed by the President. In most cases, Congress may then re-consider the bill and if it is then passed by a 2/3 vote in each house, it will become law.
ANY case where a bill enacted by Congress was vetoed by the Presidnet and sent back to Congress only to have them over-ride the veto.... that law became law without a President's signature.
