The institutions themselves are not the cause of war. There are many peaceful democracies and democracies like the one under George W. Bush that started the invasion of Iraq on a pretense. And there have been dictators that never started a war, although quite a majority of them did start wars.. It has to do with the fact that as dictators, they don't need anyone's approval to start one; and many of them have or had a military background.
