First you must consider, do you take care of your bearded dragon well and by yourself? Also why did you pick that pet in the first place? Your dragon is a living creature and deserves your attention and not just left to sit there because hes boring. This is a animal you choose to care for and can't just get rid of or replace, animals aren't toys. If you can take care of it then maybe your mother could be persuaded to purchase you a rat. A rat is a great pet for a child of your age, I got my first two when I was 14, they are very clean and smart creatures that aren't high maintenance. They can learn tricks, play games, and if you get them young and socialize them you will never have to worry about being bitten. I have had 11 rats over the years and have never been bitten. One thing though do your research! Make sure you know how to care for them before you make you selection. Rats can be carried around the house, sit with you while your doing homework, and even some enjoy watching Video Games and TV. Over all if you don't have time for or the budget for a kitten or puppy I would suggest two rats as pets, though for a first time owner I would tell you to get males because their typically more laid back and calm.

take the dog on walks where there is cats and take it to dog training and ask the dog trainers to help it interact with cats. But if it is the cat that is the problem then after the dog has been trained to like cats hold the cat in front of the dog for a while.
