Depending you the outboard make there is a bolt on the side of transom bracket just follow your trim line most times it's on the right side of your engine. hope this helps.
You have to remove the pull handle and take off the trim to access the actuator. There is a white plastic tab that can be moved to unlock manually. Hope this helps.

It should have disk brakes on the rear, no need to adjust. If you need to adjust the E-brake do it from the handle in the car (would need to remove trim to get to cable)
when mine stuck, i climbed into the back removed the trim and manually pulled the release levers

On mine, it was not a fuse, it was a broken cable. I could hear the electric motor engage. Unsure of which fuse if you do not hear the motor. You can reach under the trim panel, locate the cable, and pull on it to manually release the fuel door.
