Carfax does offer free VIN checks and it's quite a useful tool. Checking the VIN allows you to see if the vehicle has ever been an any accidents or if there may be a problem with a title. Carfax allows you to see all pertinent info on a vehicle for free.
You will have to take it to a factory dealer and have them run it for you. There is no info on decoding a 9 digit, only the 17 digit vin number's (1983 or later).

That VIN is not a proper VIN it is a serial #, it also means a pre-1980 vehical. That will mean services like CarFax will not have a record of it. Your local DMV (or like if not in USA) will be able to check for theft and Leins. There are enthusiast sites that may have info if the car is a recognized "Colectable" There will be info available from the manufacturer if they are still in business and can be bothered to go look. Things like Options and Dealer and original owner.

Carfax is the best website to check a car's history with the vehicles vin. There are other websites available but Carfax is the most popular.
Look for a 17 digit number on a plate somewhere on the frames or head. Then run this through a VIN check to get info on it.
