Pixel shader technology is hard-coded into your video card and its drivers. While it is possible to emulate pixel shader using software like 3danalyze or swiftshader, doing so only shuffles the workload over to your CPU. Unless you have a hugely powerful system, emulating pixel shader will likely result in unacceptably low performance and/or system instability.
Im afraid your best option is to simply replace your video card with one which has native support for pixel shader.
