Simply from their obvious state of unpreparedness when the first shots were fired - Lincoln could only lay hands on 16,000 troops, nearly all of them untrained.

Three months later, at the war's first pitched battle, neither army was anywhere near ready for combat, and it would be a further six months before serious operations could begin.

The point is that neither side had believed that their enemy was in earnest. They thought it was just bluff. And when hostilities did break out, both sides were so confident of winning that they thought it would be a short, largely bloodless war. It turned out to be anything but that.
