How can one lock ones laptop keyboard while permitting an external USB keyboard to continue functioning so ones cat can't walk on the laptop keyboard and cause mayhem?

If you want ONLY the usb one to work, you could disable or uninstall the driver for the one on the laptop. press the windows key, type device for device mngr, find your keyboard, and you are there.
