Connecting an ammeter in parallel subjects that ammeter to the full supply voltage. The shunt resistor is not designed to sustain that value of voltage and will burn out. Also, the clue is in the word 'shunt' (which means 'in parallel') which means that the coil will also burn out!
Classic problem with the speed resistor! On the air transfer line near the motor you will see four wires on a plug. The resistor is on the other side of that plug. The plug will age and burn or the resistor is burnt. This leaves you with ONLY the high speed setting. The fix is cheap thankfully!
