Classic problem with the speed resistor! On the air transfer line near the motor you will see four wires on a plug. The resistor is on the other side of that plug. The plug will age and burn or the resistor is burnt. This leaves you with ONLY the high speed setting. The fix is cheap thankfully!

The blower motor fuse protects the blower motor electrical circuit. The blower motor relay operates only the high speed function of the blower motor. The blower motor speed resistor operates the lower speed functions of the blower motor.
