Clean the litter box regularly
There are special litter box deodorizers you can spray, powder, or fill in or around the litter box. You can find these at any pet store.
You can find kitty litter that blocks odor to a degree, or kitty litter with good scents.
I would say... every time you scoop or change it, spray it with air-freshener. It kinda works for me.
The easiest is to not have a cat, but typically changing the litter every so often helps. Also adding baking soda will help get rid of the smell.

If the tray is not there, the cat cannot use it. Move the litter tray outdoors to get your cat used to going outside and then, eventually, remove the litter tray completely.
