Lots of people flag things as inappropriate when they're not just to cause trouble. These people are known as Internet trolls. Their whole point is to disrupt conversations on the Internet because they can. Most of the time, the things they flag are perfectly fine.

The whole problem with a law like that it is censorship. I agree these things shouldn't be online, but who decides what is appropriate or not. What you may consider inappropriate I might not. That is why we have the first amendment and the internet does come under freedom of speech. I think we need better control for minors getting on these sites, but other than that we don't have a king of the internet to decide what is appropriate or not.
