This is a tough question. The answer is what does the public really want to know. The police work with the bowels of society, which hardly any one wants to admit exists. The accountbililty comes from the internal affairs division when a complaint is issued.

If the pulic wants more accountability then they have to admit that bad people exist and they have to be willing to let the police do their jobs within the letter of the law to enforce the rules. Once that is accomplished then the public can understand that the police do have 100% accountabilty to the public.
