Yes, pop-ups can be blocked when using the Safari web browser. There are easily a dozen different pop-up blocker programs that can be used to accomplish this task. Under the Tools menu there is a Pop-Up Blocker option where the setting of said pop-up blockers can be set and changed.

Although not guranteed, you can try using the adblock extension or a popup blocker if you're on safari, chrome, or opera. Popup blockers are usually built in. If you're using Internet Explorer, then stop using it and install another browser. Seriously. It's the worst one. (in my opinion)
