Runnng water is like a current. It just pulls things at the surface with it.
If the thing being moved is on the bottom, the water first has to get under it to pick it up and carries it through the the current like the sand at the beach :)
It all depends with the topography of the land and the speed of water. Running water will move an object that it overpowers it.
