2. The legislature passes a marriage equality bill and overrides an executive veto.
3. A court of competent authority orders the government to permit same-sex couples to marry.
4. The constitution is amended to guarantee same-sex couples the right to marry.

It can be done by popular vote, state legislation, constitutional amendment, or federal ruling.
