At this point, scientists don't prevent earthquakes. But their predictions may help minimize an earthquake's damaging and destructive effects. Advance warning may allow people to make their properties more earthquake resistant and may let appropriate organizations have emergency preparedness measures in place.

Once a geologist predicted an earthquake to it's epicentre and it's magnitude, so they can predict when they are going to take place. This however should not be the answer. The most sufficient way is to properly build to the buildings withstand the earthquakes, however this means that you will have to take into account the ground properties as earthquakes can be 100 times stronger in areas which there are sand for instance, this could be the reason why there are some Buildings untouched and others collapsed in the same area.

No, scientists can't prevent earthquakes, because earthquakes result from the movement of crustal [or lithospheric or tectonic] plates by heat that comes from deep down in the earth's mantle.

scientists gather data such as: previous earthquakes, if its on a faults.. etc. if the data shows that an earthquake is soon to be they will evacuate the area
