Members of the Church of Jesus Christ of Latter-day Saints (commonly called the "Mormon" church) are not forced to follow the guidelines and standards of the Church. The Church teaches the standards of the Church thoroughly, and then allows the members to make their own decisions. While the Church excommunicates those who commit big sins, such as murder and adultry, for small things like dressing immodestly, there is no Church consequense. This is especially true of teens, young adults, and recent converts, as they are still growing in their convictions.
Either this Mormon is not strong or devout in her faith, or she has not been taught well. That doesn't mean she isn't a Mormon, she just has a different level of adherence than others.

I don't think that Julianne Hough could be classified as a "Jack Mormon". A "Jack Mormon" is usually someone that is a.) a member who attends meetings but doesn't necessarily live the lifestyle of a Mormon, perhaps they drink coffee, smoke, or dress immodestly but still participate in their congregation; or b.) a non-member who often participates with and supports their local Mormon congregation although they are not officially Mormon. Generally, the lifestyles of both types of "Jack Mormons" are very similar, the only difference is their membership status. Julianne Hough is more accurately considered a non-practicing or inactive Mormon. While she is still officially a member of the Church and has not requested that her name be removed from Church records, she does not participate in congregation services or live the lifestyle expected of a Mormon. She has less affiliation and participation with the church than a "Jack Mormon" would. Most likely she would say that she was raised Mormon, but no longer practices the faith.
Muslims are forbidden to: 1. worship or pray to anyone other than Allah, the One True God. 2. consume alcohol, drugs, or pork products. 3. have romantic relationships outside marriage. 4. lie. 5. steal. 6. disobey parents. 7. dress immodestly or look at people who are immodestly dressed. 8. engage in financial transactions involving interest.

Anywhere that is clean, and preferably quiet. We don't pray in front of pictures or where immodestly dressed people are visible.

While everyone is welcome, all participants are asked to follow certain guidelines. Most Mormon church dances have a dress code. Some dances are casual, while others are semi-formal (church dress) or formal. Everyone is expected to dress modestly (meaning your dress/shirt should have sleeves, and skirts/shorts should go to the knee). Ask someone else who might be going what the dress code requirements are for this particular dance. Inappropriate behavior, such as suggestive dancing, is also prohibited. There is no set dress code for a Mormon funeral, although traditionally most people will wear "Sunday Best" or "Church Dress". Mormons do not believe that black or dark somber colors must be worn to a funeral, any color or pattern is acceptable. Occassionally the family may requestthat guests wearsomething specific, such as the deceased's favorite color or something they would have enjoyed (jeans and cowboy boots, for example). Most women will be wearing a skirt or dress, although dress slacks are acceptable. Hats orother headcoverings (veils, scarves)are not typically worn but are also acceptable. Most men will wear a dress shirt and slacks with or without a tie. Suit coats are also common. Casual hats are not acceptable although dressy hats are sometimesworn byolder men. Sure, if they want. Women in the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) can wear whatever they want, but are encouraged to dress modestly as a sign of reverence to their bodies. Modesty guidelines in the church include avoiding sleeveless tops, avoiding showing the cleavage or midriff, and always wearing pants or skirts that reach to the knee or lower. There are no guidelines or suggestions about headbands, hats, etc. Headbands with bows and flowers on them are quite popular right now and Mormon women and teens have adopted the trend. The only exception might be female Mormon missionaries, who have much more strict dress guidelines. They can typically wear a small headband but nothing with a large bow or flower on it.
Attending a Mormon church service is typically a reverent and structured experience. The service includes singing hymns, prayers, scripture readings, and sermons. Members dress modestly and participate in sacrament, which involves partaking of bread and water. The atmosphere is welcoming and focused on spiritual growth and community.
