They are the person responsible for taking action to make a positive change in the environment and the one the Lorax urges to speak up for the trees and animals. Ultimately, the Somebody is meant to represent anyone who has the power to make a difference.

Blaming your own actions on somebody else is just a defense mechanism to keep onesself from being punished. Your actions are based on a series of choices which you make and others can't make for you. They can only compel you to do certain things. Threatening somebody with death is only one way of convincing somebody to do something; it's not actually controlling them.
