Because the Periodic Table is organized by atomic number, not by Atomic Mass. The general trend in the periodic table is a higher atomic mass as you go up atomic number, but there are exceptions.
Do the atomic mass of each element/ compound which makes up air divided by 100 and then times by the percentage that the element exists in air. This should give you the mass that each element/ compound contributes to the atomic mass of air. Add them all together to get the overall atomic mass of air. (I calculated this and it came out at 25.6 3sf )
An isotope of an element has a different number of Neutrons to the original element it came from. EG: Carbon( 11 neurtons) can go to carbon(12 Neutrons(

Dalton came up with that theory. It was proven wrong, though.
