what I think is that they amended the Constitution to reduce the risks and give its citizens a few basic rights
Congress effects changes to the Constitution by proposing amendments that would have to be ratified by 3/4 of state legislatures or state conventions called for the purpose of ratification. Congress cannot make any Constitutional changes on its own.
I would disagree that it "endangerd" the basic document. The basic original Constitution lacked in enumerating some SPECIFIC rights to which it entitles its citizens and it has been subject, from time-to-time, to being amended to enumerate and define these rights.

It was not the Englishmen, but the American colonists. The Bill of Rights was amended into the Constitution to give every American basic civil rights.
Congress can not make informal changes to the constitution. The only ways that the constitution can be changed is if 2/3 of the states ratify the change, or a constitutional convention takes place.
