They do benefit a little bit, since it can have more workers. However, the city has to expand services if they settle even farther from the centre. The ones who really get benefits are the factories, since they could need workers. The people who got to the city have no work so they accept the factory work, where they pay small amounts and they don't loose money.

If by rural migration, you mean that people are leaving the cities to go to rural areas, the negative effect should be pretty straightforward. With fewer possible laborers, more factories have to close and industry recedes. When industry recedes, people throughout the country (both rural and urban) need to import goods from other areas or other countries. This further prevents the creation or expansion of local industries and creates a vicious cycle that leads to increasing regional poverty.

If by rural migration, you mean people migrating from rural areas to cities (which is commonly called urban migration), this has historically been positive for the cities. The situation described in Answer 1 only occurs in cities without urban planning and that have very high growth rates. As a result, the infrastructure to accommodate expansion cannot match speed with actual expansion. This results in massive traffic issues. (Cairo, Egypt is a great example of this problem.)
