Simplistically, this is a function of the data stored on the 'file system' itself. There are many types of 'file systems' usually associated with the operating systems they are most commonly used with. A few of these are the FAT16, FAT32 and NTFS file systems, (most commonly used by Microsoft Windows operating systems) and the ext2, ext3 and Reiser file systems (most commonly used with Linux and/or other open source operating systems). There are many, many more as well.
Some file systems may store only the 'creation date' (e.g. the date and time the file was originally created) and/or the 'last modified date' (e.g. the date and time the file was last changed). Other file systems may store the above data as well as other information such as the 'access date' (e.g. the last date and time the file was accessed - whether or not the file was changed or just opened and closed). Depending on the complexity and sophistication of the file system, other information may be stored as well as is often the case with 'journelled file systems'. [JMH]
