The president and his subordinates have much to say about the meaning of the law in the way that they choose to enforce a law. Until or unless someone takes a case to the federal courts and they rule, the President can virtually refuse to enforce a law or interpret it as he chooses. For example, President Obama is openly taking liberties with Immigration laws.

Any law passed must be signed by the president, therefore any law is a series of compromises that will make both branches feel satisfied they are getting what they want. Also since the president appoints the attorneys and judges, he can have an effect on the enforcement and interpretation of the law.

The president directs the enforcement of federal law through the justice department. He also had command over federal agencies. He can pressure his people to strictly enforce laws that he likes and he can let it be known that they can step around laws that he does not like.
